Little has been written about the New Deal's effect at the state level. How did the states act before the New Deal? Did the Roosevelt administration promote progressive policies on the state level? Das NS-Regime stellte sich je nach Perspektive als plebiszitärer Führerabsolutismus, als diktatorischer Beamten- und Polizeistaat oder als Willkürherrschaft der Partei dar. Innerhalb dieses widersprüchlichen Erscheinungsbildes waren die Gauleiter der NSDAP die sichtbarsten und prominentesten Vertreter des Macht- und Kontrollanspruchs der Partei. Hüttenbergers materialreiche Darstellung verfolgt die Funktion der Gauorganisationen und Gauleiter bis in die frühe Geschichte der NSDAP zurück und macht deutlich: In der "Kampfzeit" entstand jener Typus des selbstbewussten Gauführers, dessen Willkür, gestützt auf ergebene Cliquen, kaum durch ein bürokratisches Reglement der Reichleitung begrenzt wurde. Die Funktionsweise der NS-Kampfbewegung beruhte weitgehend auf der Vollmacht und Initiative der sekundären Führer in den großen Gauen. Diese extreme Personalisierung der Führung erbrachte große taktische und propagandistische Flexibilität, aber zugleich zynische Unverbindlichkeit in Sach- und Programmfragen und endlose Rivalitäten. Sie vereitelte auch die Möglichkeit kollegialer Führung und den Versuch, die Gauleiter zu einem geschlossenen Führerkorps und damit zu einem wirksamen Gegengewicht gegenüber Hitler zu machen. Die meisten Gauleiter konnten dann 1933 als Reichsstatthalter, Oberpräsidenten oder in anderer Rolle die regionale Parteiführung mit bedeutenden staatlichen Kompetenzen vereinigen und dadurch eine neue Machtbasis erlangen, die der Reichsregierung vielfach störend im Wege stand. Gleichwohl wurde der Anteil der Gauleiter am Machtgefüge des Dritten Reiches in der Folgezeit durch die Zentralisierung des Staatsapparates und durch mächtige Sonderorganisationen (SS, DAF, Reichsnährstand u.a.) erheblich beschnitten und erst während des Krieges im Zeichen des totalen Kriegseinsatzes wieder stärker ausgeweitet. Mit der Untersuchung dieses wechselnden Machtgefälles legt der Autor ein interessantes Stück der inneren Verfassungsgeschichte des NS-Regimes bloß, von dem viele Einzelheiten bisher unbekannt waren.
